Bixby Police row is shown clicked-open. The row expands in place: derived % · $ on top, crew steppers below (the only input), and the Option-C affordability number under each stepper, live-updating as you type. Lock In Plan saves and collapses the row. Detailed-mode projects show an "Open full editor" link instead — their per-cost-code grid stays on the existing editor page.

Behavior notes: clicking a basic-mode row toggles its drop-down editor (one open at a time). A locked plan opens read-only with an Unlock button in the panel header. Detailed-mode rows expand to a single "Open full editor" link — the per-cost-code grid stays on the existing page. The Forecast (spend/revenue) view stays read-only; crew editing lives on the Labor view only, since crew is the input that drives everything. Mobile gets the same panel as a bottom-sheet (tap row → sheet slides up with the same steppers).
